Drug Testing Methods District of Delaware
Vendors are required to take random drug tests on offenders in accordance with the following:
A. Urine Collection Phases
The frequency of testing for offenders shall follow the Three Phase Program.
Phase I: Requires three random test be taken per month, within 24 hours of notification.
Phase II: Requires two random test be taken per month, within 24 hours of notification.
Phase III: Requires one random test be taken per month within 24 hours of notification.
The length of the phases is determined by the supervising probation officer. If the offender continues to test positive for illegal narcotics, more frequent testing may be required.
Some vendors utilize a code a phone system, wherein the offender is required to call an assigned telephone number each day. If their particular color is called, the offender must report to the vendor within 24 hours to submit a urine sample. Other vendors initiate calls directly with the offenders instructing them to report for a drug test within the allotted time period.
Additionally, in most cases, the supervising probation officer will administer random drug tests of the offender to further ensure compliance. Drug tests can be administered in the office, or community.
